清朝皇帝每年有半年时间在承德避暑山庄处理朝政和接见外国使节，封建礼乐必然伴随中央首脑机关转移塞北而动，这里既有前朝典雅的典制性音乐，也有后苑行宫供游艺娱乐的富于民族民间气息的幽雅纤细之乐。避暑山庄后宫的娱乐性音乐–清音十番，是后宫细乐的遗存，源于明末清初江南丝竹细乐。后”南十番”逐渐演化为由太监代代相传的”北十番”，薪火未断。清政权结束后，原南府派出机构–热河南府行署乐师王子仲、唐锡福因生活窘迫，难以为继，将原升平署所演练的娱乐性音乐”清音十番”传出宫外。1920年原热河内务府官员子弟和音乐爱好者组成有志于传承这种音乐的团体”承德清音会”，人员最多时达到40余人。活动最初在士绅上流家庭庭院自娱自乐，后来发展到社会上演示，深受世人赏识。这种由民间艺人带入宫廷，后又脱离宫廷回到民间的音乐，既有鲜明的宫廷色彩，又有浓郁的民间音乐风格，优美纤细，典雅端庄。随着时势的变迁，这种音乐后来曾几度受到冲击，清音会时兴时衰。

非物质文化遗产

2010年5月18日,中国文化部公布了第三批国家级非物质文化遗产名录推荐项目名单(新入选项目)。河北省承德市申报的”承德清音会”入选，列入传统音乐项目类别的非物质文化遗产。

In 1920, a group of “Chengde voiceless society” was composed of officials and music lovers of the original river, and the number of the staff reached more than 40. Activities initially entertained themselves in gentry upper family courtyards, and later developed into social demonstrations, which were well appreciated by the world. It is brought to the court by folk artists, and then out of the court to return to the folk music. It has a distinctive palace color and a strong folk music style, graceful and delicate and elegant and elegant. With the change of the times, this kind of music has been attacked several times.

Intangible cultural heritage

In May 18, 2010, the Chinese Ministry of culture announced the third batch of recommended list of state-level intangible cultural heritage list (newly selected items). The “Chengde voiceless fair” declared by Chengde, Hebei province was selected as the intangible cultural heritage of traditional music items
